It has item level 28, requires Enchanting 140 and binds when picked up. Its item level places it 42nd of 71 new enchanting items in the Forever beta. Vendors buy it for 7s and sell it for 35s.

The item reads: "Teaches you how to permanently enchant a weapon to grant a chance to trigger Recovery when your attacks are dodged or parried, which heals you for 5% of your maximum health. Cannot occur more than once every 10 sec."
